Japan: Animal Rights RegulationsPeople raise animals as pets, for exhibitions, for experiments, and as livestock. As raising and nurturing these animals properly is the responsibility of all humans, the "Regulation for the Protection and Administration of Animals" was enacted.However, this law, the only one in Japan that protects animal rights, is often not enforced, and is quite lenient compared to those in other countries. As a result, Japanese citizens successfully pledged for its revision in December 1999. However, the law as it stands now does not implement a licensing system for industries that handle animals, or apply restrictions to animal testing.
